I have the honour to acknowledge the receipt of Your Lordship's despatch confidential(2) of the 13th of September, 1929, regarding the repayment to this Government of the amounts of the Military Contribution over-paid in the years 1917-18 and 1918-19, and to inform Your Lordship that I concur with regret in repayment in dollars and accept the revised calculations of the War Office worked out at the commercial rate. calculations have been verified and the sum of $62,430 will be deducted from the November payment to the Command Paymaster in

Hong Kong.

With reference to the rate which shall be adopted in future in calculating the cost of the garrison as expressed in sterling, I am of opinion that in the long run the commercial rate will prove to be the fairest to both parties and I therefore recommend that calculations as from 1st January next be based on

the commercial rate.
